The 10 year rule is not a rule just for the Fairly OddParents show. It is a rule that is set up in all shows that follow the cartoon line. It has nothing to do with him not wanting to draw the characters, it is that the show has finished and the characters will no longer be with the writers and actors. The reason it was put in place was because the writers were trying to get a season 8 with the characters to be aired on Cartoon Network after the show was cancelled and was forced to cancel it.
